Voelz se ve své monografii na příkladu Spojených států amerických zabývá novým způsobem vedení války státem s novým typem protivníka, v němž identita a identifikace jednotlivců dostala nebývalý význam, a na několika epizodách scénáře zasazeného do tureckého Istanbulu představuje možný budoucí vývoj tohoto způsobu vedení války.
