Wages in Ukraine: up-to-date issues of the information support of measurement and analysis

Abstract
The article deals with efficiency of measurement and analysis of wages in Ukraine on the basis of actual sources of information: results of state surveys of Labor Statistics and SNA data. The design features of the State Enterprises Sample Survey on Wages of Employees by Gender, Age, Education and Occupational Group, first conducted in 2012 by the State Statistics Service, are considered. The relationship regularities of the wages and the main characteristics of employees are analyzed with the usage of this survey results. Some attention is given to the analysis of the components of wages and features of their changes depending on the characteristics of employees. It is shown that the wage rates depend, beside basic payment, on bonuses and remunerations and on payment for hours not worked, which on average consist of 11 % and 8 % of basic payment. Moreover, all three components have similar changes by the employees’ age and maximize for the 30–39 years age group. The statistical model of the average monthly wages dependence from employees’ gender, level of education, type of enterprise business activity is built based on the survey microdata. It is established that the average relative difference of main indicators estimates by the model and by the survey data does not exceed 8.2 %. Several specific aspects of building and usage of labour oriented social accounting matrix in the measurement and analysis of wages are considered. It is shown that the usage of these matrices provides the ability for increased comprehension of macroeconomic data usage and allows overcoming some limitations of certain statistical surveys.
