WORLD AND DOMESTIC EXPERIENCE OF APPLICATION OF EDUCATIONAL MANAGEMENT AS TO MECHANISM OF MODERNIZATION

Abstract
Philosophical and objectivity educational management determined its entry forms general social management activities and integrative social and managerial phenomenon that plays a role in relation system-creating educational sphere, and given projective modeling, feature the latest in the information society – and for society in general. Hence the need to define the role of management in the educational system transformation of post-industrial society and its educational sector makes it valuable object of philosophical investigation. Philosophical problems of educational management in modern conditions conceptualized primarily within its praxeological interpretation. The vast majority of studies of Soviet authors devoted to the educational process in the context of solving methodological and ideological and value aspects of market reorientation of education and socio-economic and organizational efficiency industry. Features philosophical analysis methodology defined educational management synthesis of those features that are inherent to the philosophy of education,philosophy, management philosophy and management with a combination of general management principles and specific educational areas as protection of their deployment. Thus in terms of definition and methodology of analysis, both in terms of content characteristic features educational activities have priority to determine the nature of educational management. At the same time, the definition of common social and cultural foundations of management, on which develops educational management requires the use of tools management philosophy. Given the socio-cultural and scientific paradigm determinant of educational research methodology management, the most important role to play in our work instructions philosophy of existentialism, humanistic philosophy, philosophical anthropology and synergy Postnonclassical and other areas of science, justifying the transformation, nonequilibrium nature of the information society. In the article are analysed the system reformations in industries of education and basic directions of its modernization in the context of national priorities at the beginning of the XXI century. Highlights the evolution of educational management and use of international management achievements in Ukrainian environment. Identified trends in educational management in the international educational space. Attention is concentrated on the foreign experience of implementing the principles of educational management, and the comparative assessment of the situation in our country. The basic reasons preventing the active promotion of its conceptual foundations in education in Ukraine. The peculiarities of introduction and modernization of educational management in Ukraine are determined. The basic problems of development of educational management in Ukraine are determined. Some aspects of the methodological foundations of educational management are outlined. A considerable amount of scientific and pedagogical researches in the field of educational management is analyzed
