Abstract
This article analyzes and assessment of the sectoral structure of the region, its rationality. Abstract gauges the degree of financial independence of the region. It was found that the financial settlements between the region and the center can be detected in several vertical slices. The types of subsidies Budget: conditional-normative, and absolute dependence on subsidies of Settlement. The conclusion about the need to identify and maintain a budget-industries of economic complex of the region.
