Abstract
The main starting point of this study approaching the problem of the redefinition of the geographical area in the future of the system of civilian administration is the hypothesis that local authorities are deregulated in the context of the localization principle through the anticipation of a transition to a more autonomous structure. A conceptual study has been conducted on this hypothesis. In this context, the transformation of the civilian authority in terms of duties, powers and responsibilities and the way in which this transformation should take place has been examined within the scope of changes in the new metropolitan and provincial scales. Relevant changes were made within the framework of Law No. 6360 dated December 6, 2012 and the provincial property administration boundary was matched with the metropolitan municipality boundary. The study is based on the review of related literature. The final outcome expected from this study is to provide a solution to the problem of localization ideology in the context of redefining geographical area and the problem of making local authorities more strengthened and debating the future of the civilian population.
