Abstract

Civilian aviation is a crucial resource which can be used in the defence system of the state in the time of peace, crisis and war. The resource main elements include: civilian aviation infrastructure (airports, air strips), means of air transport (aircraft), aviation institutions, organizations and companies, air traffic management system, human resources (pilots, engineers). Civil – military air traffic management system, both from material and personel point of view, is an important and specific civilian aviation’s resource. The system plays a significant role in carrying out one of the most important Air Force tasks in peacetime, i.e. air space control. The effective management of civilian aviation defence resources requires solving several planning and organizational problems. The first one includes the identification, typology and characteristics of civilian aviation’s defence resources. Its solution is the condition to define precisely defence tasks in which civilian aviation may be used in the time of peace, crisis and war. The next problem concerns the verification and right order of legal and economic foundations to create and maintain civilian aviation’s defence resources in the state of readiness. Solving the above mentioned problems could create the foundation to develop the management system of civilian aviation’s defence resources.
