Zróżnicowanie poziomu płatności bezpośrednich między państwami członkowskimi Unii Europejskiej

Abstract
W artykule dokonano identyfikacji czynników wpływających na wielkość środków postawionych do dyspozycji poszczególnym państwom członkowskim Unii Europejskiej na realizację płatności bezpośrednich dla rolników (czyli na wielkość tzw. pułapów krajowych) oraz analizy najczęściej proponowanych, alternatywnych kryteriów podziału unijnego budżetu płatności bezpośrednich między państwa członkowskie pod kątem wpływu na średni poziom wsparcia na hektar użytków rolnych w poszczególnych krajach. Stwierdzono, że w dyskusjach na temat reformy sposobu wyznaczania pułapów krajowych należałoby w szczególności rozważyć zastosowanie metody wielokryterialnej, która integrowałaby szereg zmiennych opisujących sektor rolny. Sposobem na uniknięcie gwałtownych zmian w sytuacji dochodowej beneficjentów płatności bezpośrednich byłoby etapowe wprowadzanie zasady podziału środków z zastosowaniem nowej metody. Wówczas pułapy krajowe zostałyby wyznaczone w całości z zastosowaniem nowej metody dopiero po zakończeniu okresu przejściowego. The paper identifies factors influencing the amount of funds that individual EU member states have at their disposal to make direct payments to farmers, i.e. the national limits. It also analyses how the most commonly proposed alternative criteria of division of the EU’s direct payment budget between the member-states affect the average amount of support per hectare of farmland available to individual countries. The analysis shows that a multi-criteria method that integrates a wide range of variables describing the agricultural sector should be taken into consideration in discussions about reforming the method of setting national limits. Abrupt changes in the income situation of direct payment beneficiaries could be avoided by gradual implementation of this method of dividing funds. Thus, all national limits would be set by means of the new method only after the end of the transitional period.
