A Glimpse of the Good Governance and Human Rights Ratio

Abstract

Good governance like any other concept in the field of social sciences will be the product of time and place. This term was first introduced in the late 1980s. Over the last two decades, it has been increasingly used in public rights, human rights, economics, management and international documents. A good governance is a new discourse which is defined by terms such as rule of Law, partnership, repossibility, accountability, transparency, effectiveness, and efficiency. These terms has received considerable attention in recent years. In this article, by using descriptive-analytical method and authoritative library resources, it has been attempted to briefly elucidate the concept of this term and the grounds for its emergence and expansion. In this regard, at first concept and bases of good governance formation and its objectives and consequences will be examined. Then, we examine the components of good governance in international documents and the ratio of good governance and human rights is discussed. Finally, the relation between this concept and human rights has been described as a good governance criterion. چکیده حکمرانی خوب مثل هر مفهوم دیگری در حوزۀ علوم اجتماعی محصول شرایط زمان و مکان خواهد بود. این اصطلاح که در سال پایانی دهة 1980 برای اولین بار مطرح شد، در دو سه دهۀ اخیر به ‌صورت فزاینده در ادبیات حقوق عمومی، حقوق بشر، اقتصاد، مدیریت و اسناد بین‌المللی به‌کار برده می‌شود. حکمرانی خوب گفتمان جدیدی است که با مؤلفه‌هایی مانند قانونمندی، مشارکت، مسئولیت‌پذیری، پاسخگویی، شفافیت، اثربخشی و کارایی تعریف می‌شود که در سال‌های اخیر مورد توجه فراوان قرارگرفته است. در مقالۀ حاضر با روش توصیفی ـ تحلیلی و با استفاده از منابع معتبر کتابخانه‌ای، تلاش شده است به‌طور اجمالی مفهوم این اصطلاح و زمینه‌های پدید آمدن و گسترش آن را روشن کند. در این راستا ابتدا مفهوم و بسترهای شکل‌گیری حکمرانی خوب، اهداف و پیامدهای آن بررسی خواهد شد. آنگاه به بررسی مؤلفه‌های حکمرانی خوب در اسناد بین‌المللی و سپس به نسبت حکمرانی خوب و حقوق بشر پرداخته می‌شود. در انتها رابطۀ این مفهوم با حقوق بشر به‌عنوان معیار ماهوی حکمرانی خوب به ‌اختصار بیان ‌شده است.
