About the definitions of the state power and local self-government bodies competence as a legal phenomenon

Abstract
The article is devoted to the justification of the concept of state power and local self-government bodies’ competence. The existence of the relationship between the state power and local self-government bodies’ competences in the sphere of regional development management is proved. However, this does not mean identity one. The lack of identity is determined by the legal nature difference of these bodies and their competence in the implementation of regional governance.
