Acquisition of the child’s administrative capacity as an independent element of the administrative legal personality of the child in the context of the realization of the right to preschool and general secondary education

Abstract
The article is devoted to the consideration of the issue concerning the realization of the right of the child to education (both pre-school and general secondary education) in the context of acquiring administrative capacity as one of the basic and necessary elements of the administrative personality of the child. The distinction between the concepts of education and development was made and it was suggested at the legislative level to fix on the parents of the child the duty to provide the child with preschool development or education.
