ACTS OF LOCAL RULEMAKING IN THE MECHANISM OF FORMS OF PARTICIPATION OF MEMBERS OF TERRITORIAL COMMUNITIES IN LOCAL GOVERNMENT MANAGEMENT LEGAL REGULATION

Abstract
The article analyzes the legal nature and role of acts of local rulemaking in regulating the collective forms of directly addressing the local issues by territorial communities. Individual statutes and decisions of local councils regulating the forms of local democracy are explored. The problems of statutory regulation, in particular, their optional nature are identified. The problems of improper regulation of general meeting of citizens, public hearings and other forms of local democracy are indicated. The directions for improving the legal basis for collective forms of members of the territorial community participation in solution the issues of local importance are determined.
