Actual questions of the reform of territorial competence and blade point communities

Abstract
The article is devoted to formation of proposals regarding the reform of the territorial competence corresponding to the requirements of ensuring the communities domineering influence. There emphasized the decisive influence of the democracy principles implementation guaranteeing in general and the guaranteeing of interests of citizens, legal persons, in particular, on the territorial competence reform direction. The need for amendments to existing legislation on the state regional policy definition and implementation is proved.
