ADMINISTRATION OF NATIONAL SECURITY AND DEFENSE CAPABILITY IN FOREIGN STATES (ON THE EXAMPLES OF FRANCE, GERMANY, POLAND)

Abstract
The article covers the issues concerning to the administration of national security and defense capability in such foreign states as France, Germany, Poland. It is noted, that the administration of national security and defense capabilities is an administrative impact of the officials and authorities who, on accordance with the law, are authorized to make decisions on the organization of activities of the military administration subjects for the successful performance of tasks and functions entrusted to them. Traditionally, in the states of Europe state administration of issues of ensuring national security and maintaining a high level of defense capability of the state are entrusted to the subjects of military administration. The main subject is the armed forces (the army). It is emphasized, that the models of administration of military organization activities in European states have certain features due to historical conditions of state formation. It is grounded, that in the states of the European Union the most important task of political leadership is the creation of effective system of the national army command and the development of optimal organizational and legal mechanisms for participation of the armed forces in countering threats and risks to national security and defense, the maximum integration of governmental structures of state administration and military organization.
