Administrative and legal support of the service and combat activities of the National Guard of Ukraine: formulation of the problem

Abstract
Based on the analysis of strategic decisions on the security sector and state defense, the article deals with the object, subject and main tasks of the study of the administrative and legal support of the military-military activity of the National Guard of Ukraine. The weak interaction of the modern National Guard of Ukraine with law enforcement bodies and other military formations, the lack of comprehensive and systematic administrative and legal support for its activities, the unsettling of many organizational and tactical issues of problems as a problem of the development of the National Guard of Ukraine is highlighted. The connection of the development problem and the administrative and legal provision of the military-combat activity of the National Guard of Ukraine with the general problem of inefficiency of the system of ensuring the national security and defense of Ukraine is established. The system of components of the security and defense sector of the country is considered. It was emphasized that the solution of the problem of administrative and legal provision of military-fighting activity of the National Guard of Ukraine is due to the consideration of the military-fighting activity of the forces of law and order protection as a complex socio-political phenomenon and the object of state regulation. It is specified that the administrative and legal support of the activity of the National Guard of Ukraine should increase its ability to provide public safety, physical protection of objects of critical infrastructure, participation in the protection and defense of the state border of Ukraine, and also provide support to the Armed Forces operations by the National Guard of Ukraine Ukraine in crisis situations that threaten national security, and in a special period. It is concluded that the development of the National Guard of Ukraine should be carried out within the framework of defense reform and simultaneously with the reform of the law-enforcement system on the basis of existing approved doctrines, concepts and strategies, analysis of the accumulated domestic and positive foreign experience of the actors of ensuring national security.
