ADMINISTRATIVE REGULATION OF THE HEALTH PROTECTION: TELEOLOGICAL BASICS AND SYSTEMATIZATION

Abstract
Now in Ukraine, there are two groups of normative and legal acts for determining the priorities for reforming the health care system: a) the general nature in which this reform is mentioned along with other reforms (Ukraine – 2020 Sustainable Development Strategy, National Human Rights Strategy and others); b) the special nature, devoted to this reform as a whole or its components. In the process of research it was revealed that the only normative legal act of a special nature, which deals with the reform of the health system in Ukraine as a whole, does not fulfill the tasks assigned to it; as a consequence, public authorities have adopted a significant number of regulatory acts, which largely duplicate its norms. It is recommended to systematize normative and legal acts of a special nature in the analyzed sphere.
