ADVANCING ACTIVE-ORIENTED APPROACH TO THE DEVELOPMENT OF TERRITORIAL COMMUNITIES

Abstract
In the article sense of terms like “territorial community”, “development of a territorial community”, “active-oriented approach” is defined. Assets most important for development of a community are identified. They are human, physical, financial, cultural, and political; the assets tightly interrelate and in case of their integral involvement provide effect of synergy. Necessity to use inner resources of a territory in order to strengthen a community’s assets is substantiated. Key approaches to elaboration of the policy of a territorial community’s development are represented. Advancing principles of active-oriented territorial model of communities’ development are revealed.
