Abstract
The article is devoted to the formulation of the concept of «departmental rulemaking» through the prism of the study and generalization of the most well-known positions of the theoreticians on the understanding of their law-making in general and departmental rulemaking in particular, coverage of the rules of rule-making, definition of the content and scope of the concept «department», analysis of subjects of departmental rulemaking and ways of implementing their normative functions.
