ALGORITHMS FOR FISCAL EQUALIZATION OF INTERTERRITORIAL IMBALANCES IN BUDGET ALLOCATION IN UKRAINE

Abstract
The article deals with the causes of interregional imbalances. There have been studied the key mechanisms of fiscal equalization of interregional imbalances in budget allocation in Ukraine under the conditions of decentralization. There have been analyzed the particular qualities of different approaches in the process of coping with vertical and horizontal budget imbalances. There has been analyzed the structure of intergovernmental transfers from the government budget to local budgets according to the amendments in the Budget Code of Ukraine. It has been discovered that social costs constitute an essential part of the structure of transfers. There have been suggested the methods for statutory regulation of fiscal equalization mechanisms and implementation of measures for the reduction of social components of interterritorial transfers owing to the economic growth of territories and introduction of public-private partnership models.
