An Evaluation On Sened-i İttifak Through Power Relations in The Ottoman Empire

Abstract

Turkish historians tend to limit with the sultanate the concept of power in the Ottoman Empire. While this trend strongly emphasizes the absolute power of the sultan, it ignores that the concept of power from to consists of a complex component within the broad bureaucratic structure of the government. The distinctive characteristic of the sultan is that, although the actors that make up the component of power changes to whit time, the sultan maintains his position continuously. However, in the six hundred years of Ottoman history, there were periods in which power was centralized and concentrated in one hand. Whereas, the sultan had to share power with other actors in most of this historical process. The process in which the Sened-i İttifak was signed represents one of these periods. The reason for we take the Sened-i İttifak as a basic example in this study is that perhaps the Ottoman power structure has never been so fragmented in any period of its history. On the other hand, actors who have increased their power in the center have become more prominent than ever. Therefore, the Sened-i İttifak becomes an important example in understanding the change in the balance of power in the Ottoman Empire. As a result of the research, it was found that there are four actors that constitute the Ottoman power component and they try to form alliances between them in order to become the main power in the central power. Therefore, it is understood that the Ottoman power structure -at least in some periods- did not represent a unified political power or a monoblock structure. In this study, a qualitative research method was preferred and the datas obtained were classified and interpreted by document analysis.
