ANALYSIS AND RESULTS OF THE STATE FINANCIAL CONTROL OF THE USE OF FUNDS OF LOCAL BUDGETS

Abstract
Despite the diversity of scientific opinions on the main trends in the development of public financial control in general, and at the local level, in particular, the issues of organizing the effective functioning of regional control bodies remain unresolved; the problems of economic efficiency, expediency, effectiveness of the state financial control, which determines the necessity of further integrated research, are insufficiently studied. Activities of territorial subdivisions of the State Social Insurance Administration during 2015 were carried out in the context of certain tasks and was aimed at ensuring an adequate level of financial discipline in the regions, efficient and targeted use of state and municipal resources, compliance with the requirements of financial regulation by the subjects of economic activity, including budgetary and property relations An important aspect in the formation of an effective SPF of Ukraine is the analysis of its state and results from the standpoint of compliance with fiscal discipline, rational use of budget funds, meeting the social needs of the population, and full-fledged performance of state functions. In order to identify the main trends in the functioning of the DASU mechanism, we propose to analyze its state and performance in the following directions: an analysis of the number of budget institutions and the number of budget institutions and organizations in which financial violations were detected by the DASU bodies; analysis of the use of financial resources of local budgets and the dynamics of detected by the controlling bodies of offenses; analysis of the structure of identified violations in using local budget funds; analysis of the share of institutions and organizations in which unlawful and misplaced use of funds of local budgets by regions was identified; search for reserves to increase revenues, the use of which will strengthen the material and financial basis of the territorial communities.
