Abstract
Responsibility environmental considers it more rational to intervene with measures to actions that caused impairment of water quality (pollution), which creates an imminent risk of damage than the damage already caused, given the irreversibility factors environment degraded. This would be possible only in case of water pollution offense of formal composition.
