Analysis of Indicators of Diabetes Care Quality in the World and Ways to Optimize the Evaluation and Monitoring of Diabetes Care Quality in Ukraine

Abstract

Control and monitoring of diabetes care quality — a strategic goal of public health service in each country. The objective of the study — to analyze indicators of diabetes care quality around the world and their possible implementation in Ukrainian public health service to optimize the evaluation and monitoring of diabetes care quality. Materials and Methods. Information search was made by key words quality indicators, diabetes care, primary care, secondary care, guidelines on the Internet in 2000–2014 years, the most relevant to the objective 60 sources were selected for further analysis. Additionally, a survey was conducted among representatives of 19 European countries at Vasco da Gama Europe Council Meeting, by English-language questionnaire on various aspects of diabetes care, assessment of national guidelines and quality indicators. For data processing, statistical methods, Excel 2007, SPSS programs were applied. Results. In most countries, the analysis of diabetes care quality is carried out mainly by means of clinical indicators (process and outcome). In some countries, the indicators are not used, and where they are recommended, their number may reach 38. In some countries, indicators have certain target ranges to be achieved during diabetes care delivery. In view of the analysis of regulatory framework in Ukraine, it is proposed to increase the number of existing (basic) indicators of diabetes care quality by offering additional indicators. Conclusion. Introduction in Ukraine of extended list of indicators for diabetes care quality, which clear the structure, process and result of heath care quality, contribute to a more detailed analysis of all aspects of diabetes care quality, will reveal its shortcomings, help to improve the efficiency of health care in general, its evaluation and monitoring.
