Analysis of Qualitative Changes in the Public Management

Abstract
The paper presents possibilities of using qualitative changes to the analysis of various subsystems – components of local government. Diagnosis of the surrounding reality, the efficiency of the local government and management processes was undertaken using the methodology of analysis of the qualitative changes. The qualitative changes are visible, timed event, which consist of many properties, characteristics, which are separated on the basis of observation. Diagnosis of local government is a topic that is still not well controlled in term of methodology. Therefore, the use of analysis of the qualitative changes may be useful for the use of cognitive performance in practice for improvement of these organizations.
