ANALYSIS OF THE CIRCUMSTANCES OF COMMITTING KNOWINGLY FALSE REPORTS ABOUT THE THREAT TO CITIZENS' SAFETY, DESTRUCTION OR DAMAGE TO PROPERTY OBJECTS

Abstract
The article deals with various aspects of the situation of knowingly false reports about the threat to citizens' safety, destruction or damage to property objects. Based on the study and development of scientific literature, it was concluded that forensic science offers two approaches to understanding the situation of a crime: in the broad and narrow sense. These approaches are analyzed and its main elements are determined. Different groups of environmental elements that surround the analyzed crime are distinguished. Among the elements of material and physical nature of the situation of knowingly false reports about the threat to citizens' safety, destruction or damage to property, the following groups are allocated: natural objects and products of human activity. It is substantiated that the situation of committing a crime does not exist in itself, but only in connection with criminal acts. The article proves that in the course of committing knowingly false reports about the threat to citizens' safety, destruction or damage to property, there are several places where the crime is committed: firstly, the place where the notice was made; and secondly, it is the place of stay of the person transmitting the message, and, thirdly, the location of the addressee (or the location of the object of the false "mines"). The connection between the situation of the crime and other elements of forensic characteristics, namely, between the circumstances of the crime, the offender and the method of committing a crime, is analyzed. In addition, the situation of the crime represents the form of the relationship of material and social environment in the implementation of a criminal act. It was emphasized that the situation of crime is one of the most important elements in the structure of forensic characterization of crimes as the information basis of separate investigative techniques. The main role of studying the situation of committing knowingly false reports about the threat to citizens' safety, destruction or damage to property, namely the development of effective mechanisms for counteracting this type of crime, is aimed at reducing the number of registered crimes analyzed and improving the crime situation in the country as a whole.
