Analysis of the implementation of local budgets of Ukraine

Abstract
Introduction. Ensuring effective socio-economic development of the administrative-territorial entities of the country of any level is objectively limited by the state of its financial resources, the balance of revenue and expenditure parts of local budgets. Therefore, it is extremely important to consistent and continuous monitoring of implementation of local budgets. The purpose of the article is to study of the implementation indicators of local budgets of Ukraine in the modern economic conditions. Results. The indicators of dynamics of implementation of local budgets of Ukraine and the structure of expenditures of local budgets by economic classification are calculated in the article. The results of the analysis of actual indicators for the period 2015-2017 showed that the implementation of local budgets of Ukraine was carried with a surplus. Official transfers have the largest share in the structure of revenues of local budgets. This indicates the essential dependence of local budgets on additional funds coming from the state budget of Ukraine. The composition of local budget expenditures of Ukraine shows priority funding for the simple reproduction of production and provision of public services (because 85 percent of it is for current expenses and only 15 percent for capital expenditures). Conclusion. Excessive centralization of budgetary resources, imperfection of the mechanism of their distribution, insufficient providing of local budgets for development spending, are substantially restrained by the full functioning of the local self-government institution. Therefore, the priority direction of improving fiscal policy at the local level should be to achieve an optimal level of resource allocation between the state and local budgets to ensure the financial ability of local governments.
