Analyzing the Supply-Demand Imbalance in Village-Level Healthcare Services from a Supply-Side Structural Reform Perspective

Abstract

Addressing the challenges of relatively weak village-level healthcare services and the urgent need to enhance the quality of rural healthcare workers in China, this study applies a supply-side structural reform perspective to analyze the supply-demand imbalance in village-level healthcare services and its underlying mechanisms. Key issues include the diversification of healthcare demand versus insufficient diagnostic and treatment resources, high patient expectations versus low medical service quality, difficulties in recruiting appropriately educated rural doctors versus the goals of grassroots healthcare reform, and the misalignment between the institutional arrangements for basic public health services and the challenges in their implementation. From a supply-side perspective, the study proposes governance pathways in four dimensions: improving the healthcare service system, reallocating healthcare resources, optimizing input-output policy tools, and fostering a supportive social environment. These strategies aim to better meet the growing healthcare needs of rural residents and safeguard the "health frontier" of rural revitalization.
