Applicability of an ecological compensation model in a development project "case of the sebkha of Oran"

Abstract
In the face of widespread environmental and ecosystem damage, international laws place environmental damage at the heart of the decision-making processes that drive public policy. Thus, it is likely that, in the near future, developers will have to take into account all the environmental damage associated with their development projects. However, when dealing with developments in sensitive environments, existing economic tools reach limits that seem difficult to overcome. The purpose of this paper is to adapt a Habitat Evaluation Procedure (HEP), an equivalence-based method that uses compensation measures as an indicator of environmental cost. The "adapted" HEP method is an equivalence evaluation method that bases the evaluation of the environmental cost on the environmental damage actually borne by the environment. This method has been studied on the site (Sebkha d'Oran).
