APPLIED ASPECTS FOR MODELLING "ETHICAL" MANAGEMENT DECISIONS IN THE SPHERE OF PUBLIC SERVICE

Abstract
The article defines that public confidence in public service depends on ethical characteristics of the relevant management decisions. Indeterminate public service conditions require the use of "applied ethics" in the system of managerial decision-making. The main criterion for the formation of ethical decisions is "ethical intensity", associated with moral pressure on state employees’ activities. By "Ethics of behavior in the organization", based on the method of N. Mescon and others, it has been determined the impact of ethical aspects on management decisions in the public service. The model of "ethical" management decisions for the system of state employees professionalization has been formed.
