APPROACHES TO UNDERSTANDING OF HUMAN CAPACITY IN STATE AUTHORITIES

Abstract
The article provides a survey of essential issues of defining essence of notion of «human capacity», «human capacity in state authorities», its interpretation by different scientists, as well as key obstacles that prevent human capacity development under the conditions of ongoing systematic reforms in Ukraine. Social and economic development of the country critically depends on the level of human capacity development. The main resource of systematic reforms in our society is human capacity that includes individual values, knowledge, relevant background and competencies. Complete human capacity provides the possibility to ensure extended renewal of capital, labour market development, and becomes a key factor of establishing of post-industrial economy of the country. In light of systematic reforms of social and eco-nomic system of our country, the more urgent become the issue of elaboration of scientific basis for strengthening of human capacity of Ukraine considering latest achievements and international experience of developed countries. As stipulated by the Strategy of Human Resources Policy for 2012-2020 the implementation of human resource policy in social aspect should be aimed at achieving high level of human capacity development, meeting people’s expectations of professional fulfill-ment and decent wages. The above mentioned fully applies to human capacity in state authorities, as far as upon its quality depends the ability of the state to act in the interests of society. In a common sense, human capacity is a resource that contains extremely important issues for humanity, mainly such as, health, skills, ability to obtain new knowledge and technologies, possibility to choose a way of economic development that upon different conditions could be transformed in cognitive activity aimed at development of society and getting a social and economic result which will be universally beneficial. This conclusion is in line with the understanding of essence of human capacity development by United Nations specialists as a process of giving individuals the possibility to choose more freely it’s the ways of improvement of their life. The understanding of human capacity in state authorities could be treated as an amount of gained knowledge and competence of state authorities’ staff that could be used for performing duties and functions of the state. Key ways of elaboration and development of human capacity in state authorities include education and vocational trainings, development of personal skills, exchange of experience, etc.
