Assessment of human resource capacity of the State methods and approaches

Abstract
Question assessment of human resource capacity of the State is very important. Most of the known methods developed for micro level and there are very few methodological developments assess the potential of the region, sector, country. The aim of our research is to study, systematization and synthesis of existing methods and highlight those that can be used to assess staff potential at the macro level. In justification of major theoretical and practical results of this paper the method of organizing, economic, statistical and comparative analysis, induction and deduction. The article referred to the potential of the evaluation methods to be used in the formulation of personnel policies, adequate tasks and challenges facing the Ukrainian society. The study found a hostile environment preservation and reproduction of human resources, human potential, which is a natural source of the quality of the workers in all spheres of public life. The scientific novelty of the research is to deepen the conceptual foundations of human resource capacity assessment of the state, which should be integrated with rational and efficient use of administrative tasks. The practical significance of the work lies in the possibility of the proposals made in implementing the strategy of "Ukraine-2020" in terms of macroeconomic stabilization and institutional support economic competitiveness.
