BASICS OF MEDIUM-TERM PLANNING OF LOCAL BUDGETS

Abstract
In article investigated and analyzed, theoretical-methodological basis of medium-term planning of local budgets in Ukraine. By analysis, it can be argued that among the main factors to ensure a balance of socio-economic development of territories is to achieve the stability and predictability of local budgets. Effective use of local budget funds is a prerequisite for the economic development of administrative-territorial units, for which local authorities must have appropriate financial capability. Consequently, great importance is the introduction of an effective system of control of expenditures of local budgets, especially in conditions of limited financial resources. Currently the increase of productivity of expenses of local budgets requires new decentralized approaches to management, which involves setting appropriate goals, quality standards and controls.
