BEST PRACTICES IN CREATING BETTER PUBLIC POLICY – EXAMPLES FROM EMERGING COUNTRIES

Abstract
This paper presents the idea of public policy as a mechanism for saving emerging economies from depression and imposing them as m.v.ps (most valuable players) in the globalization process. To understand better the mechanism, we will explain what could be done in this sector by using best practices in creating better public policy by using the fiscal system as a foundation for an economic future of any given country.
