Bodies authorized to enact administrative acts: foreign experience and domestic practice

Abstract
This paper considers the definition «administrative body», «administrative act» given in the legislation of European countries. The author has described the organization of public administration in the Member States of the European Union, as well as special features, arising from supra-national level. Special attention is paid to analysis of domestic legislation and draft legislation in the field of administrative procedures. Regarding domestic experience, the author reviewed new types of local executive bodies – «militarycivil administrations».
