BUDGET INSTITUTIONS’ REVENUES FORMATION UNDER CONDITIONS OF FINANCIAL RELATIONS DEVELOPMENT

Abstract
It was determined that in Ukraine over the period from 2007 to 2016 the share of budget institutions’ own revenues in the State budget revenues structure has had downward dynamics. That fact indicates an incomplete implementation of these organizations’ competitive potential. The statements on the budget institutions’ own revenues formation under conditions of the budget process institutional improvement are developed in this article. The transformation of approaches to the determination of the public services (provided by the budget institutions) cost is expedient. The necessity of expanding the list of those services (providing an opportunity to increase the level of these institutions’ financial autonomy) is substantiated. Particular attention should be given to the improvement of the budget institutions’ incomes planning and forecasting methodology.
