BULGARİSTAN TÜRKLERİNİN TARİHSEL SÜREÇ İÇERİSİNDE DÖNÜŞÜMÜ, AB ÜYELİK SÜRECİ VE TÜRK AZINLIĞA ETKİLERİ

Abstract
Osmanlı Devleti’nin Balkanlar’dan çekilişiyle birlikte geride önemli oranda bir Türk azınlık kalmıştı. Bulgaristan’daki Türk azınlığın hakları ikili ve çok taraflı antlaşmalarla güvence altına alınmışsa da, 1877–1878 Osmanlı-Rus Savaşı ile başlayan ve 1989’da Bulgaristan’daki sosyalist sistemin yıkılışına kadar geçen süre zarfında ülkedeki Türk azınlığa yönelik çeşitli asimilasyon politikaları uygulanmış ve Türk nüfus göçe zorlanmıştır. Soğuk savaş döneminin bitimiyle birlikte Bulgaristan’da bir dönüşüm süreci gerçekleşmiştir. Bu süreçte, Bulgaristan’da demokratik sistem tesis edilmiş ve Türk azınlık Bulgaristan siyasi yaşamına girmiştir. Öte yandan, dış politikadaki ana çekim merkezi ise Moskova olmaktan çıkmış ve Brüksel-Washington eksenine kayılmıştır. Bu kapsamda, AB ve NATO üyelik hedefleri, Bulgaristan için kaçınılmaz hale gelmiştir. Çalışmanın amacı, Bulgaristan Türklerinin tarihsel süreç içerisindeki dönüşümünü ve Bulgaristan’ın AB üyelik sürecinin Türk azınlığa etkilerini incelemektir.
