Characteristics of personnel potential of Regional OUN

Abstract
On the basis of unknown and little-known documents qualitative state personnel executives (leaders and assistants) regional and district wires of Carpathians OUN (1945 – 1954) were analyzed. It was proved that the highlands of OUN had signi¿ cant resource potential management, military-organizational, and ideological and intellectual experience. It was found that in order to prepare managers wires of different levels, increase their professionalism various permanent training were held. Moving personnel and systems combining positions in the wires of different levels were put into practice (vertical and horizontal) to gain or improve their performance. For most leaders and consultants detailed curriculum vitae was set, which allowed to evaluate each of the units as a whole, and educational and professional level of their training. It was revealed that considerable importance was the punishment for leaders of different levels of districts, which helped to improve morale among management.
