Sheludko R.M., Sheludko L.V. Рrice policy of the state in the agricultural sector of economy. The article proposes methodological approaches to the state price policy in the agrarian sector of the economy. Under market conditions, the high efficiency of agricultural production is possible only when economically grounded price system and pricing exist, since the price is established not only with the market equilibrium between the expenditures on agricultural production and the economic possibilities of each commodity producer. In recent years, the ratio of prices on agricultural products and prices of means of production has been extremely unfavorable. Thus, the so-called disparity of prices was formed and deepened as a result of which the production of almost all kinds of goods became low-profitable or unprofitable. Currently, the market (contract) prices have been developed at the level under which the production of virtually all products of livestock breeding and certain types of crop production is unprofitable, that is, the market price is lower than the prime cost. Hence the need for the use of guaranteed prices, which are set by the state authorities at the level ensuring at least the minimum allowable profitability of production arises. If market (contract) prices for agricultural products, raw materials and foodstuffs fall below the minimum level, or when producers in the field of agro-industrial production are not able to sell goods because of the reduction of demand on them, then the state must make purchasing interventions. Purchase interventions at guaranteed prices are carried out in the form of purchases and mortgage transactions. As a result, the proposal of the market is reduced and the market price is stabilized. The livestock production should cost according to the quality of calculated value to determine surplus payments of a producer over market price which doesn’t ensure production nonprofit ability. In order not to allow the agreement of a farm with the processing enterprise concerning the deliberate reduction of the contract price, it is expedient to pay completely difference under the deviation of actual price from the average market in the amount of 5-10% under a larger deviation - to compensate only 50% of the difference. The Pricing policy is a very delicate matter, and it requires a well-considered scientific approach. The State regulation of prices on agricultural products should ensure income at every well-functioning enterprise located in the mass production area sufficient for expanded reproduction, that is, with the stabilization of the economy, the specific share of production sold at regulatory prices should steadily decrease.
