Ogienko M.M. Efficiency of human potential in regional socio-economic systems. Different levels of development of the human potential of the regions are caused by various historical, cultural, political, socio-economic and natural-climatic factors. The growth of living standards in the region depends on a number of factors, including the availability of natural resources, labor potential, the development of small and medium enterprises, the efficiency of government structures, etc. The purpose of this article is to study the effectiveness of human potential in regional socio-economic systems of Ukraine. At the present stage, socio-economic development can not be limited to extensive quantitative increase, but should be accompanied by innovative processes. Any innovations require investment investments. Any significant innovation can not come at the expense of current costs. It is a consequence of investments, often initially venture, and then productive. Particular attention from the point of view of investment requires two periods: the transition from school to the choice and start of vocational education, when the formation of professional competence; period of work when there is a need to upgrade professional skills, skills development, etc. In order to confirm at the level of the regional economy the revealed trends of change and correlation dependencies related to the general expenses on education, we will study the influence of the education index on the value of the gross regional product. In order to ensure the efficiency of the processes of investing in human capital, it is necessary to ensure the fulfillment of the interests of all participants in the process of formation of human capital: individuals, employers, and the state. Each participant in the process of shaping human capital can have its own interests, but only a complex implementation of these interests will ensure the efficiency of investing in human capital. The result of work. Thus, in order to improve the efficiency of investment in human capital of the socio-economic systems of the Black Sea region and to increase the rating of the Black Sea region, the number of students of higher education institutions per 10000 population should be increased according to the index of human development in the context of education, especially in the Mykolaiv and Kherson regions; increase the number of vocational schools or expand the range of specialties trained in these educational institutions and strengthen professional guidance work; to increase the coverage of children by pre-school educational institutions, especially in the Odessa region.
