ЗАСАДИ СУЧАСНОЇ ФІСКАЛЬНОЇ ПОЛІТИКИ В КОНТЕКСТІ РЕГІОНАЛЬНОГО ЕКОНОМІЧНОГО ЗРОСТАННЯ

Krylenko D.V. Fundamentals of modern fiscal policy in the context of regional economic growth. The purpose of our study was to substantiate the basic principles of modern fiscal policy in the context of regional economic growth. In Ukraine, as a model for decentralization, it is recommended to adopt a Polish model that proved its effectiveness and application in full compliance with the principles enshrined in the European Charter of Local Self-Government. A well-organized state should act in accordance with economically expedient, clear and transparent financial procedures. It is determined that the very bright nature of the regional fiscal policy is manifested in the face of certain political factors that give rise to greater powers in the field of fiscal-tax relations at the level of local authorities. Regional fiscal policy needs to take into account the specific features of each region's development, historical and other conditions for their formation, and contribute to the stability of the region's development. The main tasks of the regional fiscal policy are to guarantee economic independence and to ensure the region's economy's ability to self-development. And in this there is a general need to study the levers that characterize the sustainability of the regional economy. It is established that strategic regional economic growth in the process of fiscal policy implementation should reach the main goal - this is an increase in the revenues and powers of the regions, and hence the improvement of the socio-economic situation. This goal can be achieved at the expense of: decentralization of not only expenditures, but also incomes; reduction of regional disproportions and economic development of regions; Establishing a transparent fiscal equalization process to eliminate regional imbalances; the formation of a transparent and controlled system of financing. The main supporting elements for the modernization of the Ukrainian economy in the field of fiscal policy should be: the transition from unsystematic and chaotic to balanced and stable fiscal policy through a systemic tax reform; solving problems of tax administration by eliminating contradictions and possibilities of multiple interpretation of legislation during tax reform and legislative implementation; addressing the problems of customs administration, primarily by defusing customs activities; adoption of legislation on effective promotion of external and internal investments; adoption of legislation on the advance development of export production as a locomotive of economic development.
