CITIZEN PARTICIPATION IN THE BUDGET PROCESS AT THE LOCAL LEVEL

Abstract
In the article the author analyzes the regulatory framework, mechanisms and forms of involving citizens in the budget formation process in the communities of cities of regional significance and in the united territorial communities. Despite the sufficient level of providing the processes of the public involvement in community development decision-making processes, the citizen participation in the formation of local budgets remains quite low, and those inclusion actions done by individual citizens or even civil society organizations cannot to be effective enough to affect the budget process as a whole. Tools and mechanisms for attracting to budgeting, which are designed to stimulate this process in the communities, do not lead to tangible results.
