CIVIL SERVICE IN THE NATIONAL POLICE OF UKRAINE

Abstract
The scientific article is devoted to the study of the content and features of the service in law enforcement agencies, in particular the National Police of Ukraine. The main characteristics of the service in law enforcement agencies are determined. The new concept of service in law enforcement bodies is being investigated, which is based on the humanistic and moral benchmarks of a democratic state and aims to provide reliable protection of the individual, society, state from criminal encroachments and other unlawful acts, and at the same time on high-quality, high-quality service of the population. It is emphasized that the following factors influence the peculiarities of the civil service in law-enforcement bodies: acceptance at the time of admission to service; availability of special ranks and uniforms among employees; the right to the storage, wearing and use of firearms and special means of protection; restrictions on political, socio-economic, personal rights; a special procedure for admission and dismissal from the service, and so on. It has been determined that the fulfillment of state tasks and functions by state officials on a professional basis should guarantee the stability and stability of state service relations, the welfare of society and the power of the state, the impeccability and efficiency of management activity, its independence from possible political changes. It is determined that the service in the bodies of the National Police is a kind of civil service that takes place in a specialized executive body and is carried out by authorized agents in order to fulfill the functions of the state in practical legal activity. It has all the features and principles of civil service. It is emphasized that the central element of the administrative-legal status of a policeman is a system of rights and official duties. It is concluded that the civil service is one of the main activities of the state related to the regulation of all aspects of the work of civil servants and the formation of the personnel capacity of the state administration. The public service should be one of these professions, for which professional skills, skills and knowledge, beliefs, special education of employees are indispensable.
