Civil society involvement in a decision-making by public authorities

Abstract
The article reveals the interrelationship between public authorities and civil society in the managerial decision-making processes. The civil society structure in Ukraine has been determined. It is proved, that “group decisions” phenomenology is at the very core of involving civil society in decision-making by public authorities. The subject of consideration is the “theory of involvement”, which is the framework of best practices of public participation in decision-making by public authorities. It is also stated that the “theory of involvement” is closely connected with the “theory of loyalty”. The comparative analysis of these theories has been done. Further research trends have been proposed.
