CLINICAL WORK TO SOCIAL POLICY: ROLES AND RESPONSIBILITIES OF SCHOOL SOCIAL WORKERS

Abstract
Social work existentially has knowledge, skill and value base; and ethical codes, which social work discipline addresses within value base, promotes social justice and social change for social workers and on behalf of their clients. In other words, liable to cultural and ethnic diversities, social work profession has ethical responsibilities in that it promotes social justice and social change on behalf of its clients in order to prevent discrimination, oppression, poverty and social injustice. No other profession within the school has such demand. Professional practice may include direct intervention, community organizing, supervision, counselling, management, advocacy, social and political action, policy making and practice. In literature, school social work policy practice is claimed to have six steps. School social workers should possess analytical, political, interactional and value skills. School social workers can realize policy practice through practising these skills. School social workers may become members of an NGO; take part in local government or school management in order to contribute to policy practice. School social worker has such responsibilities as change agent, leader and advocator. Social change is a process of team work but not an individual. On the one hand, education is a powerful engine controlling economies, determining individual and national success; on the other, social work discipline has such roles and responsibilities, which enable school social workers effect social policy through clinical work in school settings. In this respect, school social workers will pave the way for further development when they prepare and devote themselves for this role and responsibilities.
