Codification and Progressive Development of Public International Law of the Sea in the XIX – early XX Centuries

Abstract
The article describes the main features of the stage of codification and progressive development of public international law of the sea, covering the nineteenth and early twentieth centuries. The author notes that this period is characterized by a pronounced anti-war approach regarding international agreements, in particular in the field of maritime law, the desire for peace on the seas. The works on codification and progressive development of public international law of the sea during the period under review were focused on two directions: of anti-war and peace (the Hague Conventions of 1899 and 1907) and on the determination of the maximum breadth of the territorial sea of the coastal states (Hague Conference in 1930).
