Colapso de la merluza y protesta obrera en los inicios de la crisis pesquera (1997-1998)

Abstract

The 1990’s were characterized by deep changes which impacted in different sectors of economy. In the fshing industry of Mar del Plata, the tendency was dominated by the increase of concentration of companies, the foreign fleet and the increase of exploitation of workers. Throughout the decade, the enormous fleet caused the overexploitation of the main fshing resource in Argentina, the hubbsi hake (Merluccius hubbsi). By 1997 this species started showing signs of exhaustion; this was the reason why the government had to implement conservationist measures, reducing the fshing permissible volume. In this way, the evident collapse and the damage that the loss of profts and the diminution of raw material meant, involved the fundamental subjects of the activity in a process of conflict. This work tries to understand the ways that the conflict follows, accounting for the different alignments of the subjects, through their direct actions and protest as well as their speeches. From its case study, this article is particularly interested in visualizing the characteristics and contents of the labor movement, which was made invisible by the academic speeches that announced its decline and forecast its extinction.
