Competence-based approach in public administration: formation and evolution

Abstract
The article discusses the two dominant in recent decades, the concept of public administration: New Public Management and Good Governance. They defined the content of modern administrative reforms, which began in Anglo-Saxon countries and spread to the rest of the world. Analysis of causes and process of formation and development of competency are based approach to General management. The author emphasizes that the concept of "competence", despite its wide use among theorists and practitioners, still has no generally accepted definition. This is due in particular to the fact about purpose of its use. This are different, since they appear in different cultural and historical contexts. Ukraine in carrying out reforms, in particular in the field of public administration should be guided not only by the domestic political situation, but clearly defined European standards, which are based on achievements of world civilization.
