COMPUTER SECURITY AS A LEGAL CATEGORY

Abstract
The article states that the Law of Ukraine “On basic principles of ensuring cybersecurity Ukraine”, the term “computer security” is generic and put into effect recently and require further refinement. Unfortunately, so far there is no identical interpretation of many concepts of the field of computer security in domestic practice. For an effective and timely response to external and internal threats to society, the state, enterprises and individuals, it is important to characterize fully the definitions of basic terms, as well as to outline the correctness of their use. This situation requires development – the term “computer security” should find its logical normative definition in the interests of further development of the theory and practice of the subject area related to ensuring the safe processing of information in computer systems. The author developed definitions of the term “computer security”, which can be proposed for the role of regulatory, which should contribute to the solution of theoretical and practical tasks of providing and evaluating computer security. The work analyzes, systemizes and summarizes the content of computer security on the basis of publications of scientists and regulatory documents; considers a number of principles that determine the scope of computer security; Finally, the term “computer security” is defined. Also, the author outlines the specific features of cybersecurity, defined the main criterion, which serves as a basis for expanding the terminology base, which will improve the understanding of the definition. In a certain time, there is a systemic unity of three essential aspects of it: the security of computer data (information), the safety of computer programs, the safety of the proposed functions of computerized products.
