CITY HOUSING & COMMUNAL SERVICES SCOPE: PARTICULAR QUALITIES (ECONOMIC AND LEGAL) OF FUNCTIONING AND GROWTH

Abstract
The article explores the features (both economic and legal) of the functioning and further development of the scope of housing and communal services of the city. The achievements of such scientists, as V.V. Berezhnyak, M.M. Nikonov, I.O. Panasenko, V.L. Rybachuk, T.O. Barabash have been used in the article. The author comes to the conclusion that the economic and legal features of the functioning of this scope consist in: the prevalence of the functions of the sphere over commercial interest, the nominal exclusion of subjects that establish tariffs for services in the sphere of housing and communal services; unwillingness or inability to empower consumers with effective control measures. Economic and legal features of the development of housing and communal services in the city are as follows: the creation of new legal instruments to protect public interests after the loss of state influence on enterprises in the sphere of housing and communal services of the city; expansion of the powers of local self-government bodies in the provision of housing and communal services, the creation of a competitive environment, and the strengthening of public control over the activities of state and municipal subjects.
