UNION CONTRIBUTION TO THE COMPULSORY STATE SOCIAL INSURANCE AS AN ELEMENT OF THE SYSTEM OF PUBLIC INCOMES OF UKRAINE

Abstract
The article is devoted to the issue of the membership of a unified contribution for compulsory state social insurance to the system of public incomes of Ukraine. The main features of the unified contribution for compulsory state social insurance as a part of the system of public incomes of Ukraine are defined. Funds from paying a unified contribution for compulsory state social insurance are directed to ensuring the private interest of every citizen whose rights are determined by the Constitution of Ukraine. At the same time, we can’t but agree that obtaining an adequate level of social security is an interest of a large number of citizens. Under such conditions, a combination of private interests acquires signs of public interest. Thus, we can distinguish the following signs of a unified contribution for compulsory state social insurance (as an integral part of public income in Ukraine): 1) unified contribution for compulsory state social insurance is paid in cash; 2) funds from the payment of a unified contribution for compulsory state social insurance are directed to specialized centralized funds; 3) funds from the payment of a unified contribution for compulsory state social insurance are directed to ensuring the public interest of the population of Ukraine (at the same time, such a public interest consists of a set of private interests in the form of obtaining proper social security by each person who has this right); 4) at the expense of the proceeds from the payment of a unified contribution for compulsory state social insurance, the state realizes itself as a social state.
