Concept of non-jurisdictional administrative facilities

Abstract
The article is an attempt to define the concept of administrative proceedings as a basic category content positive administrative process. Based on analysis of the achievements of administrative jurisprudence on the definition and types of administrative proceedings by their classification on the basis of which determined the signs referring to positive administrative proceedings. Summarizing signs positive administrative proceedings it is proposed definition.
